    Purpose of Meeting: Delinquency Prevention Council
    1) Welcome and Introductions
    2) Approval of May and June meeting minutes:
    a. May meeting minutes presented and reviewed. Motion to accept: J. Schultz, 2nd: T. Smyth-Magnus. Approved
    b. June meeting minutes presented and reviewed. Motion to accept J. Peterson, 2nd T. Smyth-Magnus. Approved
    3) Open Discussion Forum: Be “In The Know” about D.P.C
    4) Directors Report Marvel Kelliher-Olstad presented as Director
    a. Drug Free Communities – Update (2009-2010) & (2010-2011)
    i. Sept. 30 last day for 2009-2010 grant year
    ii. Contracted with Center of Democracy for Action to complete strategic planning, sustainability plan, and cost benefit analysis.
    1. Will be facilitating planning sessions with committees and Council.
    b. Parents Who Host Lose the Most
    i. Will find out at end of August if we are awarded the DFC grant
    5) Committee Reporting
    a. Executive: M. Moe presented as Chair.
    i. Strategic planning
    1. Center for Democracy in Action (CDA) will be working with the council as whole and individual committees to facilitate the strategic planning process. Meeting dates will begin in January 2011 for a final report due in September 2011.
    ii. Sustainability focus
    1. CADCA and State Bureau of Substance Abuse, Recovery and Treatment are sponsoring the WI Sustainability Training Conference August 11 & 12, 2010 held in Oshkosh, WI. Marvel and Melinda attending.
    b. Membership: Don Battenburg (absent) Marvel presented on behalf of the committee.
    i. Reconnecting with existing members. The committee continues to connect with existing membership to update database and retain commitment to DPC. This is ongoing as this committee is in need of people resources to support this effort. It is a slow process but we remain diligent to connect with each member to determine their level of support.
    ii. September New Member Event DPC suggestions
    1. Town Hall working event- parents/community, business
    2. Breakfast for businesses
    3. 4 different events- Fort, Lake Mills, Watertown, maybe Jefferson and Palmyra
    4. Attend PAW’s meeting in Palmyra
    5. Piggy back on other established meetings
    6. Attend PTO’s, Lyons, Optimist Club, Chamber, Rotary
    7. Hold off until other meetings are done before we do a member event
    8. Complete a Membership letter to be given to chambers to distribute to their members
    9. Use existing power point presentation
    10. 15 year celebration to recognize a significant milestone and combine as new member event/gala.

    i. Mental Health Resource Handbook
    1. Add support groups, contact, locations etc.
    2. Email any additional resources to be listed to Barb Gang

    2. Special Needs Resource Fair (Oct 16)
    a. Watertown High School
    3. 2nd annual support group conference
    a. October 9th 8am-12pm, Watertown High School

    Sept 20th 9am-4pm, Jefferson County Courthouse
    b. DPC- Brochures/table at event. A member of DPC is requested to tend the DPC vendor table as the representative.
    d. Age: 18-21 Cindy Rushbook presented at committee Chair
    i. Engaging older youth at Crossroads Alternative School (Fort Atkinson Schools)
    1. Crossroad kids what to speak with youth in middle schools.
    a. Give story about life- how they got into trouble and are now getting back on the right track. This conversation could revolve around many different issues such as substance use, criminal behavior, poor decision making.
    ii. Next steps
    1. Continue to work with committee to develop a plan and facilitate this initiative.
    e. School Age/Intervention: Jim Schultz presented as committee Chair
    i. The committee is going to work on a Truancy/Expulsion Resource Guide. Attached to the DPC agenda is the GAIN report from the previous meeting. The committee will be reviewing and beginning to focus on an action plan for information obtained from the June DPC meeting.
    ii. The committee is planning to recognize the youth winners of the billboard contest. Suggested event for October meeting. This coincides with the Parents Who Host campaign.
    f. Youth Committee: Jessica Breezer presented as committee Liaison
    i. Youth Leadership Conference
    1. Doubled attendance from last year
    2. Youth loved the speaker based on the evaluations and reactions from the kids. They wanted to stay longer at the conference.
    3. Many signed up to participate on the youth committee

    1. Continuing project with youth committee
    iii. The committee would like to continue the “Where’s the Party” – Youth Community Dodge Ball league for 2010-2011.
    g. Gang: Kris Feggestad reported as committee Liaison
    i. Watertown community meeting
    1. Met with school personnel, Police Dept, community member to see what Watertown community is currently doing to tackle the growing concern relating to gangs and gang activities.
    ii. New focus DPC suggestions
    1. Committee has decided to shift their focus from parents and community awareness to working directly with youth.
    2. They have also decided to have their primary focus on the Watertown community as it has the highest number of gang related activity.
    3. The committee is looking to working closely with law enforcement and schools as partners to do gang intervention programming.
    4. The committee is also looking at GRIPE, Gang Reduction through Intervention Prevention and Education, as a training resource. www.gripe4kids.org
    iii. Next gang meeting August 24th 9am at Tan-a-latte, Jefferson, Wisconsin.
