    1) Welcome
    A) Meeting started at 8:35 a.m.

    2) Approval of the March Minutes
    A) Gail Scott made a motion to change the March minutes to reflect that she works at the Jefferson County Health Department.
    B) Minutes presented for motion to approve- Don Battenburg – 2nd – John Peterson – All in favor. Approved.
    3) Guest Speaker/Topic:
    Melinda Moe introduced Amanda Galaviz, MSW from the Juvenile Justice Diversion Program Supervisor. She provided a handout to explain the various programs offered. The Detention Diversion and Early Intervention programs are for youth ages 14 and up. Currently there are 7 full time staff members and interns. Evidence based curriculum are used including Aggression Replacement Training (ART), Prime for Life and Delta 9. Rosecrance, a drug and alcohol treatment group for youth ages 17 and under was added in 2008 and included transporting youth to meetings from surrounding communities. Community Service for youth 17 and under that are low-to-moderate risk was added more recently. Youth are supervised while working at community sites. Programs were initially funded by the Mac Arthur grant and are now funded by the tax levy. Programs are promoted in the community and donations help to sustain programs. Eighty-five percent of participants complete the program and the reoffending rate is 15%. Aftercare and mentoring are provided after completion of the program. The two most important components of all programs offered include the ART curriculum and Rosecrance groups. No fees are charged for any aspect of the program (excluding probation fees). The Youth Assessment Instrument is used to determine treatment. Currently working with Beloit schools to share information and provide services. Programs are located at churches in Janesville and Beloit. Amanda Galaviz congratulated the DPC on the Restorative Justice Program. She will also be able to train DPC members in the ART curriculum in the fall 2010.

    4) Director’s Report: Marvel Kelliher-Olstad:
    A) Encouraged DPC members to complete a Community Readiness Survey. Members who complete the survey will be added to a drawing for a $20 Kwik Trip gift card. Ten households in each of the school districts served and the business sectors identified through the 2009/10 Drug Free Communities Grant will also be sent the survey. Deadline for completion of the survey is April 30, 2010.
    B) Victor de Noble will present on May 24 & 25 to grades 5 & 6. Presentation is approximately 75 minutes and will involve several schools in the area.
    C) Dr. Richard Brown will present on May 25 at the Lake Mills Community Center. The morning session will look at what communities can do to address substance abuse and afternoon session will address what clinicians can do. Marvel has already emailed the flyer for the event.
    D) The Grant County Plunge Event will be held April 15 at 8:15 – 5:00. It will involve a two car mock accident and two buses will transport adults and students to the hospital and funeral home. There is space if DPC members are interested in attending.
    E) Application for the 2010-2015 Drug Free Communities grant has been sent off. The DPC will hear whether they have received the grant in August 2010. The grant is $625 000 and is required to be matched at 100 % - 150% over the life of the grant. The grant application requested emphasis using environmental strategies such as changing laws, ordinances and policy in order to achieve the goal of a drug free community.
    F) The Children’s Fair is April 17, 2010 from 9 am to 12 pm in Watertown.
    5) Committee Reports:
    A) Executive Committee – Melinda Moe:
    a. No March report.
    b. Marvel suggested that members consider changing the DPC meeting time to 9:30 am so that the sub committees could meet before and after the DPC meeting.
    c. Melinda suggested that members join only one committee, with the exception of the Youth Committee and Intervention Committee, which are related.
    B) Membership – Marvel Kelliher-Olstad
    a. No March report
    C) Birth - 5 – Ashley Turner
    a. At least 600 people attended the Children’s Fair and a review of the surveys indicates that people found the fair useful and would attend again.
    b. Committee plans to complete a mental health resource guide by the fall 2010 and distribute it in January 2011.
    c. Barb Gang was thanked for chairing the committee.
    D) 18– 21 – Cindy Rushbrook
    a. Committee will be meeting today to develop their goals.
    E) School Age/Intervention – Jessica Breezer
    a. Committee will be focusing on expulsion and truancy
    b. Amanda Galaviz and her colleagues will be joining the sub-committee meeting today to discuss interventions
    F) Youth Committee – Jessica Breezer
    a. Billboard contest is closed and a winner has been selected. Currently waiting for the proof from the publisher. The billboards will be displayed in 10 locations and DPC will be informed of locations when they are available. Adverts will also be placed in local newspapers. Watertown, Jefferson and Johnson Creek students submitted entries.
    b. Committee is working on the Youth Leadership Conference to be held June 2010.
    c. The Dodgeball Tournament in Watertown on March 20 was a success, with about 120 students attending. Jefferson won the tournament. Lake Mills, who had not attended previous tournaments, attended. Marvel thanked Tammy Forester and the volunteers for organizing the tournaments. Now looking at setting up kickball tournaments.
    d. The Youth Committee is working on the Billboard campaign. They received 20-25 entries and have chosen a winner. Don Battenberg suggested asking the newspapers to run the adverts.
    8. Gang Committee – Kris Feggestad
    Next meeting will be May 11, 2010 at 9:00 am. Anyone is welcome to attend. About 65 people attended the summit in March. The evaluations of the event are positive. Presenters did a good job. Fort Atkinson Health Care provided the facility as an in-kind contribution.
    9. Melinda Moe gave feedback on the Juvenile Drug Court pilot program. One of the three participants is close to graduating. There are only 2 Juvenile drug court programs in Wisconsin. Currently seeking funds to continue the pilot program. Amanda Galaviz asked if she could observe the process. This is possible as participants have signed waivers.
    10. Alcohol Compliance checks have been well received by the community and all establishments in Watertown have been checked. Compliance rate was 81%. Three bars served alcohol to underage drinkers. Licensing board in Watertown gave positive feedback. A retail store (i.e. Piggly Wiggly) refused to sell alcohol to an intoxicated consumer.
    11. Marvel discussed the upcoming Spence Jensen Golf Classic (Opportunities Inc. fundraising event) scheduled for June 3, 2010. Encouraged DPC to consider sending a team. Information regarding the golf classic will be sent via email.
