    1. Welcome
    A. Meeting started at 8:30 a.m.
    B. Melinda invited DPC members to write down ideas about what they think are the biggest concerns facing youth in 2010: Noted were:
    i. Peer pressure “Cool Factor”
    ii. Employment options
    iii. School expulsion
    iv. Generational addiction
    v. Household stressors ie: homelessness, insecurity, food
    vi. Positive adult connections
    vii. Destructive influences of the media
    viii. Other stressor ie: pace of life, over involvement, need to stress interventions.
    2. January meeting minutes
    A. Minutes were emailed to DPC members but Melinda apologized that copies of the minutes were not available at the meeting.
    B. There was a motion to change the date on the meeting agenda from December to January. Minutes presented for motion to approve- Bev Marten – 2nd - Don Battenburg – All in favor. Approved
    3. Guest Speaker/Topic:
    Kathi Cauley, Director Jefferson County Human Services Department/ Jefferson County Substance Abuse Prevention Coalition presented findings of the Adverse Childhood Experiences Study (ACE) and its impact on adult development. Early trauma affected adult physical and mental health and was linked to substance abuse. Council members discussed ways to use the ACE findings regarding programs for youth.
    4. Members discussed setting up a county wide substance abuse coalition. The coalition could look at the Medicaid benefit, coordinating outpatient mental health with emergency room visits, the number of bars in the county, funds to help pay for treatment, etc. Richard Brown will speak on setting up a coalition. Discussed service provider,and health/clinical provider training. Richard Brown will talk about this in the afternoon. The date for the training needs to be set. The Lake Mills Community Center is a possible venue and they could provide lunch.
    5. Director’s Report:
    a) Reminded members to list their ideas on the board of what they think are the biggest challenges facing youth so these can be incorporated into the DPC strategic plan.
    b) From the group activity at December meeting, the discussion generated a list of tasks and goals. Please review the list when distributed for possible opportunities to help, assist or suggest appropriate members (who may not be in attendance) with accomplishing these tasks.
    c) Discussed the application for the Drug Free Communities grant due March 19 and asked members to submit ideas of how the funds could be used. Jessica Breezer reported that based on SEARCH data, DPC goals were met and delinquency rates were down in Jefferson County. Melinda and Marvel will be attending a workshop on writing the grant in Maryland in February.
    6. Committee Check-In:
    A. Executive – Melinda Moe
    a) Invited members to share what they consider to be the biggest concerns facing youth so ideas could be incorporated into the DPC strategic plan
    B. Membership – Marvel Kelliher-Olstad
    a) Reported that the committee will identify and survey members who are not attending meetings to find out in what capacity they are able to provide support such as in-kind, donations, or human capital contributions for events, committees, or other opportunities. The questions are designed for members to understand the importance of “participation” on several levels. It is mis-understood that attending the monthly meeting , although preferred, is not necessary but a level of participation to strengthen the coalition and our mission/vision defines a “members”. This is also an attempt to update and add current member contact information. Most contact information currently is just email.
    7. Committee Updates:
    A. Birth - 5 – Barb Gang – Intern Ashley
    a) Distributed flyers for the Children’s fare. Still looking for donations for raffles.
    b) Handbook for Help. English and Spanish versions available for members to distribute
    B. 18 – 21 – Marvel Kelliher-Olstad
    a) Cindy Rushbrook will be chairing the committee
    b) Looking for new members
    c) Plan to meet before the end of February 2010
    C. School Age/Intervention – Jessica Breezer
    a) Looking for a speaker on substance abuse to address parents in the spring. Also want to have a youth panel
    b) Working with the Youth Committee to organize the dodge ball tournaments. Next event is on February 27 in Jefferson. The main tournament will be held in March. Looking for donations for food, water, etc.
    c) Inviting designs from middle and high school students for an outdoor billboard. Design must include statistic “67% of Jefferson County youth have not used alcohol in the last 30 days”. This is an environmental strategy that has shown to be effective. Contest packets for youth are available in the local school district/guidance offices. Judging will be in March. Three designs will be selected. Billboards will be displayed in Jefferson county
    D. Gang – Kris Feggestad
    a) Gang summit will be held March 16th at Fort Atkinson Hospital. Anissa Longoria , FBI Intelligence Analyst will be the guest speaker. Event will be limited to 100 people. Registration forms are available.
    10 Discussed the Rock County Juvenile Diversion Program to help keep youth out of jail. The program is headed by Amanda Galaviz (608) 758-8471. Barb Gang emailed the article to some members. Discussed whether the DPC could replicate some of the programs. Suggested a group visit the program in Janesville.
