    1. Meeting was called to order at 8:38am and facilitated by Gail Roberts
    2. Welcome back to Monica Wagner!!!
    3. Introductions were made by all attendees.
    4. Introduction of Reggie Biccha: Secretary of the Department of Children and Family Services. Discussed how the state merged two different state agencies to make the Department of Children and Family services. The new agency has a clearer focus and direction.
    5. Mr. Biccha talked about some of the main focused such as making sure kids are safe and grow up in nurturing environments. Another focus is participating in high care early intervention education programs. With this participation will decrease the likelihood of drug and/or alcohol abuse, or engaging in risky behavior. Another focus is having more fathers engaged in many ways with their kids. This focus brings a stronger outcome for kids.
    i. Questions were posed to Mr. Biccha. Website to look at for more information is www.dcf.wisconsin.gov.
    1. Mr. Biccha discussed how each county is different in regards to what services they offer, and therefore makes it hard to know what each county offers. One disparity he has seen is when a child is at risk of abuse and neglect and the response they receive when they enter the Wisconsin Child protective service system, depends on where they live in the state. Sees room for improvement and wants to increase consistency and quality of services. Need to gather information about what services are offered in each county across the state, in order to see where they need to improve.
    2. Mr. Biccha also addressed some of the prevention plans that are going to be addressed. The governor has used the Prevention of Child Abuse and Neglect programs to pilot different home visit programs across the state. This has been viewed as a success and would like to expand it. One home visit program is the pre-birth program where they are looking at healthy birth outcomes, and then the 0-5 home visit program, where support systems are provided to the families and children early to get positive outcomes. The Department of Children and Family services is also looking at how they fund intervention and prevention programs. The way these programs are funded also adds to some of the disparity of the type of program that are offered in each county. Also looking at how they use Medicaid dollars.

    6. Minutes from January 2009 DPC Meeting were approved with no corrections.
    7. New Business:
    - Executive Appointment/Voting- Chair: Melinda Moe, no additional nominations, Vice Chair: John Peterson, no additional nominations, Secretary: Kristin McDonald, no additional nominations. Ballots were handed out and given to Jessica Breezer to be tallied.
    - Needs Assessment: The information complied at the January DPC meeting was complied and typed up. All DPC members were given the opportunity to give feedback regarding the DPC meeting, time, location, and day of the week. All DPC members were able to select which topics they would like to hear more about at the DPC meetings.
    - Bylaw Revision: Bylaw revisions were emailed out to all DPC members. Monica discussed why changes were made. Changes were made to match the need of the DPC members.
    i. Ideas was brought to the floor to add to the purpose of DPC: The mission of the Delinquency Prevention Council is to bring Jefferson County together by mobilizing community involvement to prevent juvenile delinquency and substance abuse, and strengthen and support families, through the promotion of research-based prevention and intervention programs within the schools and community.
    ii. Voting on the acceptance of bylaws at March 2009 DPC meeting.
    - Committee Participation Sign Up: List of Committees passed around. All DPC members given the opportunity to leave or join a committee
    - Update of Membership Information: All DPC members given the opportunity to change or add contact information.
    - Stakeholder Outreach: Based on the needs assessment there was an interest in reaching out to different community members. All DPC members were given the opportunity to use the DPC DVD to give presentations to different sectors of the community.
    - Strategic Plan Check In: All committees have completed their Strategic Plan. A summary of all committees’ objectives for the year given to all DPC members in attendance.
    - Committee Chair Selections: Per bylaws, all committees need a committee chair. Restorative Justice Staff will be the secretary, and each committee will be discussing in the upcoming meetings which community member will be the committee chair.
    - Implementation of America’s Promise Action Strategic Plan by County: Handouts were provided with the action strategies. Organizations were encouraged to use those actions strategies. Will be looking at the reapplication for 100 best communities in 2009.
    8. Committee Check IN:
    - Executive Committee: Chair: Melinda Moe, Vice Chair: John Peterson, Secretary: Kristin McDonald. Committee will be meeting this month
    - Membership: Completed their strategic plan. Are currently focusing on recruiting members for DPC and the Membership Committee.
    - 0-5: Currently working on the 7th Annual Children’s Share and Care Fair: April 4th located at Fort Atkinson High School from 9am to Noon. This is an opportunity for parents and families to discover early childhood resources throughout the county.
    - 18-21: Needs assessment will be completed within the community to see what the organizations see as the issues with this populations.
    - School Age Intervention: Currently working on Suicide Prevention Summit follow-up. Looking at putting up posters in the school, and resource cards. Eric Szatkowski will be coming to the county to do internet predator presentations for the students on March 12. The committee is also continuing expulsion and drop-out out reach.
    i. Other Presentation/ Events:
    1. Wednesday March 4th 6-8pm: Fort Atkinson, Luther Elementary: Paul Gasser will be presenting on Love and Logic.
    2. March 21st: Jefferson County Special Need Resource Fair at Fort Atkinson High School 9am to Noon
    ii. Panther court: currently at Watertown Riverside Middle School: 5 court sessions thus far.
    - Gang: Working on the two gang presentations for parents:
    i. April 7th 3:30-5:30pm Palmyra
    ii. April 29th: 6:00-8:00pm: Fort Atkinson
    - ATODA: Finished the Search survey and are waiting for the results. Working on Victor DeNoble Presentation. He will be coming in May 4th and 5th for the 5th and 6th graders. Will also provide a service provider and parent presentation mid-day. Are also working on Parents Who Host Lose the Most campaign.
    9. DFC Check In: Teen Court is running and is in its 11 year. Mentoring just finished their food drive on January 31st. The mentoring program currently has 11 matches. Currently working on the re-application for year 5.
    10. Other Organization Check IN’s
    - Dialogue for Student Success: Next meeting Friday February 13th at 9-11am in Watertown City Hall. PADA will be presenting and Chief Roets will give a tour of police department afterwards.
    - Reducing Recidivism: Successfully working on reducing recidivism in the jails. Looking at other ways to mentor the individuals once they leave the jail.
