    ** NOTE: Due to the new Years Holiday, the January Meeting will take place on January 9th, not January 2nd.
    MEMBERS PRESENT:
    Gail Roberts, Peter Tempelis, Melinda Moe, Dora Esquivel, Jessica Breezer, Abigail Hail, Bev Marten, Rick Bronecki, Betsy Bright, Don Nolan, Jim Schultz, Jeanette Marshall, Don Battenburg, Donna Miller, Kris Feggestad, John Rhiel MINUTES:
    1. Meeting was called to order at 8:40 AM and facilitated by Peter Tempelis.
    2. Introductions were made by all attendees.
    3. Minutes from December 2008 DPC Meeting were approved with no corrections.
    4. Housekeeping:
    • Election of DPC Chairs – Because the group has historically had the names of potential nominations ahead of time, the group decided not to vote today. This will allow for nominations to be sent out and give members ample notice to make it to the February meeting to vote. A motion was subsequently made and passed to put the election on February’s calendar.
    • A motion was made to put a Review of the Bylaws on February’s calendar and was passed. There was a discussion about adding Chairs (Committee Chair) to each committee. Jessica Breezer will send out the Bylaws to all members electronically to review.
    • Needs Assessment – DPC members discussed who the group should be reaching out to as potential members.
    • Stakeholders: law enforcement, faith community, absent school communities (Watertown High School, Johnson Creek High School), Private Bar Members, Watertown School Board (Dennis Rambo), Cambridge, Waterloo School Board and Principal, Sister Ana in Watertown, Mental Health Providers (Family Resources), Universities, MATC, Maranatha, Juveniles/Youth
    • Potential Presenters/Topics for 2009:
    - AODA topics – and/or to have law enforcement presentation about trends and statistics in arrests; Alcohol Court presentation as it would be relevant to the 18-21 Committee
    - Becoming more Action Oriented – Research good programs and then implement them, get blueprints of programs and then create them
    - Review the Bullying Prevention Program
    - Juvenile Drug Court
    - School Dropout interviews
    - Domestic Abuse – CCRT (Community Coordinated Response Team)
    - Teen Court – Riverside Middle School has implemented the Panther Court as a way to offer different forms of discipline for offenses that occur at school. Examples of consequences originating from Panther Court are: community service, in-school detention hours, apology letters, and essays. The juveniles have only two weeks to complete their sentences. Teachers serve as judges and then the teachers pick jury members. All students were taught about the court process in their social studies classes and some classes even presented mock trials. The Panther Court has seen tremendous success since the program’s inception.
    - State Public Defender to hear the Defense’s Perspective and get insight into their clients opinions; we could also discuss liability and legal issues
    - Resource Fair that would be multi-jurisdictional – Latino Fair, CAC
    - Mentors – Specifically discussed having students from the UW(s) mentor kids (delinquents especially) who have some interest in attending college
    5. Farewell to Peter Tempelis who served as the DPC Chair throughout 2008. Peter has assumed a new caseload at the DA’s Office and due to the fact that he will no longer be acting as the Juvenile Asst. District Attorney, he can no longer justify serving on the Delinquency Prevention Council. Thank you Peter for your contributions – you will be missed!
