    1. Meeting was called to order at 8:37 AM and facilitated by Peter Tempelis.
    2. Introductions were made by all attendees.
    3. Minutes from August 2008 DPC Meeting were approved with no corrections.
    4. Strategic Planning was led by Gail Roberts. Gail encouraged the group to look at the strategic plan as a “plan of action, especially for attaining a goal”; a practical tool or road map to guide DPC and measure its success. The group started with the last strategic plan developed by DPC and methodically went through section by section to analyze what changes needed to be made. The following notes outline the discussions that were had and changes that were made.

    • VISION: Remained the same. All children, youth, and families grow and prosper because a positive and healthy environment is provided through the collaborative efforts of individuals, organizations, and institutions in Jefferson County.
    • MISSION: There were questions at to whether it was user friendly, whether it encompasses the 0-5 Committee, and concern that the statement had negative connotations. ‘Healthy Families’ and ‘Cultural Competence’ were suggested as ideas to include in a new mission statement. The group discussed the 0-5 Committee concern and determined that their committee is encompassed within the mission as their work on the front end often has direct correlation with whether or not the child will later become involved in the delinquency system. The group agreed that the mission statement must include research-based language and ultimately decided on the this statement: The mission of the Delinquency Prevention Council is to bring Jefferson County together by mobilizing community involvement to prevent juvenile delinquency and substance abuse through the promotion of research-based prevention and by promoting intervention programs within the schools and the community.

The group then discussed how DPC would achieve the Mission Statement and utilized the S.W.O.T. method by assessing the Strengths, Weaknesses, Opportunities, and Threats.

Strategic Issues to address in the next 2-3 years:
    • How to bring the needed stakeholders around the table?
    • Evaluations/Data – w/an emphasis on utilizing research-based data
    • Funding
    • Evolving Approach to Prevention
    • Public Awareness / Engagement
All of the ideas and issues discussed will be written up but not etched in stone for review at the next DPC meeting on October 3, 2008. All members are requested to review the remainder of the Strategic Plan so that the planning process can continue next time.

Meeting was adjourned at 9:37 AM.
